Ground Regulations
Every individual, and a friend to football, wishes that attending these sports events can take place in a peaceful, unperturbed and enjoyable ambiance. In order to achieve this, the smooth coordination of these events requires the cooperation of all individuals.
The Ground Regulations apply to all football stadiums, except for those conditions enumerated under Art. 15.
1. These Ground Regulations apply to the entirety of the Jan Breydel Stadium Ground during football games organised by either Club Brugge K.V. or K.S.V. Cercle Brugge (hereafter referred to as “The Organiser”). Entry to the Ground is subject to examination and acceptance of, and abidance to the conditions set out in these Regulations.
2. All persons seeking entrance to the Ground must be in possession of either a valid ticket or a special permission conferred by the Organiser, and which confirms the right to be inside the Ground. There is no re-admission to the Ground. At all times while present on the Ground, each individual must be able to show this ticket or this special permission.
3. The admission ticket designates the place in the stands or the zone. The holder of the ticket may only occupy the allocated place. Without prior consent by the safety supervisor, it is strictly forbidden to idle in or move towards a different block, compartment or part of the Ground, nor to occupy a different place in the stands than the one indicated on the ticket. The buyer or assignee and each transferor of the admission ticket or of the special permission is individually and indivisibly responsible with the eventual holder of this ticket or permission for every damage caused by the latter within the Ground.
4. However, access to the Ground is prohibited or will be denied to individuals:
who are clearly under the influence of alcohol, drugs or any other intoxicating product;
who are subject to a current banning order, allocated by either the Organiser or by the national or international football associations or federations or by the administrative and judiciary authorities;
whose behaviour manifestly shows that they intend to disrupt public order or to provoke such disruption by e.g. inciting violence, damages, hatred, fury, …;
who are denied entrance to the Ground by the stewards, who participate in controlling the abidance to the Ground Regulations, in line with Art. 5 2nd paragraph.
In case the Organiser denies the right of access to the Ground for safety reasons or has the individual evicted from the Ground for the same reasons, the Organiser nor the distributor will be liable for reimbursement of the entrance.
5. Any holder of a ticket or a special permission seeking access to the Ground will allow a control of this ticket or special permission. The stewards have the right to submit holders of a ticket or special permission of the same sex as the steward in question to a voluntary and superficial search. This search of clothing and belongings will be done with a view to detect objects, the use of which within the stadium might disturb the course of the game, endanger the safety of the spectators or disrupt the public order. The stewards have the right to demand disposal of these objects at the gates.
Access to the Ground will be refused by the stewards to any person refusing to submit to such a search or to such disposal, as well as to persons who have been found in the possession of weapons or a dangerous object, and to persons who react contrary in any way whatsoever to the conditions as set out in one or more Articles of these Ground Regulations.
Certain objects such as motorcycle helmets, …, can be stored temporarily with a view to returning them after the game. The object owner will voluntarily hand these objects over for free storage and will receive a stub. Only upon return of this stub the object will be returned to the object owner after the game. Articles 1915 until and including 1954quater of the Civil Code apply in this case.
6. The following items must not be brought into the Ground, nor can they be asked to be brought to the Ground or be possessed within the Ground, by the holders of an entrance ticket or of a special permission seeking entrance to the Ground, nor by the persons present at the Ground:
- alcohol, bottles, glasses, cans, drugs or intoxicating substances, a.o.
- projectiles or explosives in fixed, fluid or gaseous form
- inflammable products or materials, canisters
- pyrotechnical object such as flares, ...
- any weapon or dangerous, cutting or bruising object whatsoever that could be used as such (poles, chains, pointed, blunt or otherwise hazardous arms, etc.)
- every object that can be used in order to disturb the order, endanger the safety of the audience and/or cause damage to goods or persons.
Unless expressly authorised by the safety supervisor, animals will not be allowed within the Ground.
7. Within the Ground, it is strictly forbidden to holders of an entrance ticket or of a special permission:
-to be located in those parts of the Ground that are not accessible in conformance with the ticket or the special permission, such as e.g. meeting rooms, dressing rooms, neutral and VIP zones, press rooms, offices, private rooms, the pitch, ...
- to climb on buildings, constructions, railings or fencing, gates, light masts, dug-outs, roofs, or any other infrastructure within the Ground and/or to stand in the seating area or benches before, during and after the game
- to obstruct gangways, access ways, exits and entrances, stairs, stairways and to be located in these areas for a longer time than is strictly necessary for entering or leaving the Ground
- to wear a disguise or to try to escape recognition
- to disturb the order and to endanger the safety of the audience
- to sell or to put up for sale food, beverages or any other product without the express consent of the Organiser.
- to throw or to shoot any object or fluid or any other product in loose or gaseous condition in the direction of the pitch, the zone adjacent to the playing area or in the stands
- to smoke in areas where a smoking ban applies
- to urinate where this is not allowed
- to arrange banners, flags or other objects in such a way that they:
- hang in front of advertising panels
- obstruct the view on the pitch
- obstruct the routes for evacuation
- obstruct the recognisability.
8. Within the Ground, texts, symbols, chants, gestures and foul or abusive language that give rise to racism, xenophobia, provocation or discrimination are strictly forbidden.
9. At all times, the people within the Ground must comply with the guidelines of the people appointed or mandated by the Organiser. Any individual failing to comply with these guidelines may be evicted from the Ground.
10. For reasons of safety and security, the Organiser reserves the right to :
- appoint a different seat to the holder of an entrance ticket than the seat indicated on the entrance ticket
- interrupt or stop the game
- temporarily retain the spectators inside the Ground at the end of the game
- evacuate the stadium in whole or in part
- deny entrance to the Ground despite possession of a valid entrance ticket.
11. Any access to the Ground for any holder of an entrance ticket or of a special permission delivered by the Organiser will be fully at the holder’s own risk. The Organiser will not be held liable in case of theft or accident.
12. With regard to the Belgian Law of 8 December 1992 on “Privacy Protection in relation to the Processing of Personal Data”, as modified by the Law of 11 December 1998 implementing Directive 95/46/EC of 24 October 1995 of the European Parliament and the council on “the protection of individuals with regard to the processing of personal data and on the free movement of such data", the spectator is informed that with a view to public safety the Organiser collects and processes data in an automated data base. This law regulates the processing and the right to inspection of personal data.
Any individual entering the Ground can be filmed and the footage can be registered and stored. Registry and storage of this footage by the police forces and/or the Organiser is only done with a view to enforcement and to safeguarding of the safety within the Ground.
The objective of the processing of the footage is to prevent and track the facts, as sanctioned by the Law of 21 December 1998 concerning safety at football games, as amended by the Law of 10 March 2003 and the Law of 27 December 2004, the offences and the infringements of the Ground Regulations, and to make their sanction possible through identification of the offenders.
13. The person who is refused access to the Ground or who is forced to leave the Ground through a decision by the Organiser or who does not comply with the conditions as set out in these Ground Regulations, is susceptible to a ban for all football games, in conformity with the provisions of the civil banning procedure currently in force.
14. Any individual causing damage to persons and/or goods and/or Ground facilities will be subject to criminal proceedings.
The “Law concerning safety at football games” of 21 December 1998, as amended by the Law of 10 March 2003, the Law of 27 December 2004 and the Law of 25 April 2007 and its implementing decrees apply.
15. Specific conditions applying only to the Jan Breydel Stadium:
- it is forbidden to bring drinks, paper shreds and paper on a roll within the Ground
- throwing of paper on a roll, paper shreds, confetti and the like is strictly forbidden
- it is forbidden to gain access to the Ground in the possession of pressurised air horns
- it is forbidden to consume drinks and food on the stands
- flags on a pole are allowed under the following circumstances
- the maximum size of the flag is 150 cm by 200 cm, the flag is to be carried by one pole and can only display the club logo and/or the team colours and/or the official name of one of the teams playing
- the pole should be hollow, pliable up to 90°, be made out of one material and not susceptible to splintering when plied. The length of the pole should be between 150 and 200 cm
- the flag may not be removed from the pole
